UK and France Plan to Send Military Personnel to the Country in the event that a Ceasefire Accord is Finalized

Placeholder Diplomatic Meeting

The UK and France have inked a memorandum of understanding concerning the positioning of military forces in the nation should a peace deal be concluded with Moscow, the Prime Minister of Britain, Starmer, has declared.

After discussions with allied nations in the French capital, he noted that the two nations would "create military hubs across Ukraine and construct secure facilities for arms and military equipment" to prevent any potential attack.

The partner countries also proposed that the United States would take the lead in overseeing a ceasefire.

Moscow has on multiple occasions stated that any non-Ukrainian military in Ukraine would be considered a "valid objective", but has so far not issued a statement on this latest announcement.

Background and Ongoing War

Russian President Vladimir Putin began a comprehensive attack of Ukraine in the start of last year, and Russian forces at this time holds roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our commitment to stand with Ukraine for the duration," stated Starmer.

Top officials and high-ranking officials from the "Partner Group" participated in the recent discussions.

He stated at a combined announcement, the Prime Minister noted: "It paves the way for the legal framework under which allied and coalition forces could work on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years ahead."

The British leader also stated that the UK would be involved in any US-led verification of a prospective cessation of hostilities.

Security Guarantees and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "long-term safety pledges and robust economic promises are essential to a permanent resolution" in Ukraine – alluding to a major requirement made by Ukraine.

He noted the allies had "largely finished" their work on agreeing such assurances "to ensure the Ukrainian people know that when this hostilities ends, it ends permanently."

Jared Kushner, ex-President Donald Trump's special envoy, also took part in the talks.

At the same time, France's leader Emmanuel Macron said that Ukraine's allies had made "major progress" at the talks.

He noted that "strong" defense assurances for Kyiv had been agreed in the instance of a potential ceasefire.

Ukraine's leader Volodymyr Zelensky stated that a "significant advance" had been made in the negotiations, but added that he would only consider efforts to be "adequate" if they resulted in the cessation of the fighting.

Earlier, Zelensky indicated a settlement was "mostly finalized". Finalizing the remaining 10% would "decide the outcome of the peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and security guarantees have been at the heart of ongoing disputes for diplomats.
  • The Russian President has often said that Ukraine's forces must withdraw from all of Ukraine's eastern Donbas region or Russia will take control, refusing any concession over how to finish the war.
  • Zelensky has to date ruled out ceding any land, but has floated the idea that Ukraine could withdraw its troops to an mutually accepted point – but only if Russia follows suit.

Russia presently holds about 75% of the Donetsk region and around 99% of the adjacent Luhansk region. The pair of oblasts form the heartland of the Donbas.

The initial US-led 28-point framework that was extensively reported to the media last year was perceived by Kyiv and its EU supporters as being disproportionately favorable in Russia's favor.

This sparked weeks of focused discussions – with all sides trying to revise the proposal.

Recently, Kyiv submitted the US an new proposal – as well as separate documents describing prospective security guarantees and plans for Ukraine's reconstruction, Zelensky said.
