Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Against the backdrop of the immense confusion following the American military actions on Venezuela, the capture of President Nicolás Maduro, and the declaration by Donald Trump that the US will “control” the country and “take back the oil”, one thing is clear – this establishes a profoundly disturbing precedent.

Past Interference and a New Threshold Crossed

The United States possesses a dark record of meddling, military incursions, and control in Latin America, but the early hours of Saturday witnessed its initial significant armed assault on South American land. “US supremacy in this hemisphere shall not be challenged from now on,” the President stated.

The move to assault another sovereign country and abduct its leader – only a few days after he openly looked for a diplomatic solution – carries even broader implications. This ought to concern everyone.

Deep Instability for a Nation in Crisis

Venezuelans have lived through a dictatorship marked by theft and failure under Mr Maduro, widely believed to have rigged the previous presidential vote. They now face profound uncertainty at best. Mr Trump has suggested that the vice president, Delcy Rodríguez would comply with American demands, and brushed aside conservative dissident leader and Nobel prize-winner María Corina Machado as a viable alternative.

However, Ms Rodríguez, now the acting leader, has so far adopted a posture of resistance – and other elements of the leadership-stricken government are even more hardline.

The Superpower as Rogue State

A man who was elected promising to abandon foreign wars now says he is “not afraid of boots on the ground”. Renaming the Department of Defense as the Department of War was a substantive signal. He no longer views the world’s superpower as a guardian of order; he is converting it into a lawless actor.

He believes that the United States' strength allows it to do as it wishes with scant penalty: consider the attacks in Nigeria and against Iranian nuclear sites. He promises that control of Venezuela's petroleum means this latest episode “will be financially free”.

An Attack Without Legal Justification

George W. Bush invaded Iraq on a lie. But this unlawful assault came without UN resolutions of any kind or congressional approval; key legislators received no advance notice and say they were deliberately deceived in briefings. Mr Trump is not trying to twist international norms, but to obliterate them.

Put aside the implication this carries to leaders in Moscow, Beijing, and beyond, and ask where the US itself is heading. While the raid is said to have slain 40 Venezuelans, including civilians, no US personnel died. Mr Trump’s increasing belief in his impunity will almost certainly fuel further adventurism.

Flimsy Justifications and Underlying Drivers

Few believe the pretext that this is concerning narcotics. Venezuela is only a minor conduit for cocaine; Mr Trump recently exonerated the past Honduran leader Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself has stated plainly that he is motivated by the promise of energy wealth as well as personal bravado, the ideology of some in his administration, and the desire for glory as his support at home declines.

World Leaders' Silence and a Weakened UN

The international response, especially in Europe, has – with honourable exceptions – been shockingly muted. That’s not a result of Mr Maduro’s sins, but anxiety over Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was notable, but this episode emphasizes the UN's diminishing clout.

Mr Trump’s anti-interventionist domestic base could yet press him to turn attention back home – but escalating insurance prices, financial discontent and other domestic scandals make foreign conflicts more appealing.

Barely 12 months into his presidential term. Other governments may live to repent if they stay silent now, considering the potential next target.
